In terms of the Skills Development Act, companies are required to pay a statutory tax (SDL – Skills Development Levy) if their payroll exceeds R 500 000.00 per annum, regardless if the company train their employees or not. The SDL amount is calculated as 1% of payroll, including salaries, wages, overtime, bonusses, commissions and directors’ fees.

Report Submission

In order for companies to achieve points under the Skills Development element of the B-BBEE Scorecard, companies are required to submit the following reports:

01 | A Workplace Skills Plan (WSP)
02 | A SETA-approved Pivotal Plan
03 | An Annual Training Report (ATR) prior to the deadline in April each year

In submitting these reports your business becomes eligible to receive valuable incentives, such and Mandatory and Discretionary Grants from the applicable SETA, which will assist in saving costs on skills development.

08 | Collate all relevant information and documentation supplied by the company i.e. EMP201’s, employee profiles, training records etc. for the reporting period
09 | Supply the company with generic templates that can be used to facilitate the Skills Development process
10 | Control the administration of all documents in a professional manner

11 | Prepare Workplace Skills Plan based on the company’s strategic objectives, training needs, Employment Equity targets and B-BBEE plan
12 | Advise on scarce and critical skills needs in the industry for possible incorporation into the Workplace Skills Plan
13 | Provide regular updates on progress of training that has been implemented to ensure alignment with the Workplace Skills Plan
14 | Submit the Workplace Skills Plan and Annual Training Report to relevant SETA on or before April 30 every year, and supply the company with an electronic copy of the entire submission for record purposes
15 | Assist the company with conducting a skills audit to determine skills gaps and priorities
16 | Prepare reports outlining the findings of the skills audit and offer recommendations in this regard
17 | Assist with the preparation and management of the Skills Development budget
18 | Source suitable, accredited training providers in line with the strategic skills profile, budget and schedule
19 | Arrange regular meetings with the company’s designated contact person to provide full updates on all related information
20 | Comply with the requirements in terms of confidentiality of information provided by the company
